Open Competitive Examination for Recruitment to Grade III of the Management Service Officers’ Service – 2026

Qualifications for the MSO OPEN EXAM

  • The applicant must be a citizen of Sri Lanka.
  • The applicant must be between 18 and 30 years of age as at 25 September 2026.
  • Eligible applicants should have been born on or before 25 September 2008 and on or after 25 September 1996.
  • Applicants must be of excellent character and possess adequate physical and mental fitness to serve in any part of Sri Lanka.
  • Applicants must have passed the G.C.E. Ordinary Level Examination in six subjects in one sitting, with credit passes in four subjects, including Language and Mathematics.
  • Applicants must have passed all subjects at the G.C.E. Advanced Level Examination in one sitting, excluding the Common General Test and General English.
  • The language for which a credit pass was obtained at the O/L Examination should be the language medium selected for this competitive examination.
  • All required qualifications must have been completed on or before 25 September 2026.

The examination will be conducted in Sinhala, Tamil, and English mediums. An applicant must select one medium applicable to them and must answer all the question papers of the examination in the same medium. The medium selected at the time of application cannot be changed later.

The examination will consist of two question papers.

Candidates’ Identity

Examination candidates must prove their identity to the satisfaction of the Superintendent of the Examination Hall for every subject they sit for. Only one of the following documents will be accepted for this purpose:

  • National Identity Card (NIC)
  • Valid Passport
  • Valid Sri Lankan Driving Licence

Candidates must enter the examination hall without covering their face or ears, so that their identity can be verified and it can be confirmed that they are not wearing any electronic communication devices.

Candidates who do not comply with these requirements will not be permitted to enter the examination hall.

Furthermore, from the time they enter the examination hall until they complete the examination and leave the hall, candidates must remain without covering their face or ears.

If there is any matter not specified herein, the Director General of Combined Services shall make the relevant decision.

In the event of any inconsistency between the Sinhala, Tamil, and English texts of this Gazette Notification, the Sinhala text shall prevail.
